Background of the study

The military takeover in Niger Republic in 2023 marks a significant episode in the political history of West Africa, with wide-ranging implications for the region's stability and governance. This event not only underscores the persistent challenges of democratic consolidation in the region but also highlights the complexities of regional responses to such crises. The Economic Community of West African States (ECOWAS) has played a central role in addressing the political turmoil in Niger, reflecting its ongoing commitment to uphold democratic norms and peace in West Africa. In late July 2023, Niger Republic experienced a sudden and dramatic shift in its political landscape when a faction of the military, led by General Abdourahamane Tchiani, staged a coup against the democratically elected government of President Mohamed Bazoum. The coup was precipitated by mounting dissatisfaction within the military over various issues, including perceived government corruption, insecurity, and poor economic management (BBC, 2023). The coup leaders justified their actions by claiming a need to restore national stability and address the grievances of the population. Niger has a history of political instability, with multiple coups since its independence from France in 1960. The underlying factors contributing to the 2023 coup include chronic poverty, widespread corruption, and the government's failure to effectively address the threat posed by Islamist militant groups operating in the Sahel region (Al Jazeera, 2023). The coup also reflected broader regional dynamics, including the spillover effects of conflicts in neighboring countries such as Mali and Burkina Faso, which have similarly experienced coups in recent years. The immediate aftermath of the coup saw widespread condemnation from the international community and a mix of reactions domestically. While some segments of the population expressed support for the coup, viewing it as a potential catalyst for change, others feared a return to authoritarian rule and further instability (The Guardian, 2023). The coup also led to the suspension of the constitution and the dissolution of governmental institutions, creating a power vacuum and uncertainty about the country's political future. The Economic Community of West African States (ECOWAS) swiftly condemned the coup and called for the immediate restoration of constitutional order in Niger. ECOWAS, which has a mandate to promote regional integration and maintain peace and stability in West Africa, has historically taken a firm stance against unconstitutional changes of government. In response to the coup, ECOWAS imposed economic sanctions on Niger and threatened further measures if the coup leaders did not comply with demands to reinstate the ousted president (Reuters, 2023). ECOWAS also engaged in diplomatic efforts to mediate the crisis, sending high-level delegations to Niger to negotiate with the coup leaders. The regional body sought to balance its firm stance on democratic principles with the need to avoid exacerbating the situation through punitive measures alone. This approach reflects ECOWAS's broader strategy of combining sanctions with dialogue and mediation to resolve political crises in the region (Africanews, 2023). The 2023 coup in Niger has significant implications for the broader West African region. It raises questions about the effectiveness of regional and international mechanisms in preventing coups and promoting democratic governance. The coup also underscores the ongoing challenges of addressing security threats, economic hardship, and governance issues that are often at the root of political instability in the region (Council on Foreign Relations, 2023). The military takeover in Niger Republic in 2023 and the response of ECOWAS highlight the complex interplay between domestic grievances and regional stability. ECOWAS's swift condemnation and imposition of sanctions reflect its commitment to upholding democratic norms, while its diplomatic efforts underscore the importance of mediation in resolving political crises. The situation in Niger serves as a critical test for the region's ability to manage and resolve conflicts, with implications for the future of democratic governance and stability in West Africa. Therefore, the study examines 2023 Niger republic military takeover: fact sheet and the response of ECOWAS

1.2 Statement of the problem

The 2023 military coup in Niger Republic presents a multifaceted problem with profound implications for the country's governance, regional stability, and the role of international organizations like ECOWAS in addressing political crises. This section examines the core issues stemming from the coup and the subsequent response by ECOWAS, highlighting the challenges and complexities involved. The coup represents a significant setback for democratic governance in Niger, a country that has struggled with political instability since gaining independence. The ousting of President Mohamed Bazoum by the military undermines the democratic process and raises concerns about the sustainability of democratic institutions in the face of internal discontent and external pressures (BBC, 2023). This event highlights the fragile nature of democracy in Niger, where repeated interruptions by military interventions have impeded the consolidation of democratic norms and practices. Niger is situated in a region plagued by security challenges, including the presence of Islamist militant groups such as Boko Haram and ISIS-West Africa. The coup exacerbates these security issues, potentially creating a power vacuum that could be exploited by militant groups to expand their influence and operations (Al Jazeera, 2023). Additionally, the political instability resulting from the coup threatens to worsen the already dire humanitarian situation in Niger, where large segments of the population face food insecurity and lack access to basic services. The economic implications of the coup are also significant. Following the takeover, ECOWAS imposed economic sanctions on Niger, including the suspension of financial transactions and trade restrictions (Reuters, 2023). While these measures aim to pressure the coup leaders into restoring constitutional order, they also risk further impoverishing the already struggling population. The sanctions could lead to increased unemployment, inflation, and a deterioration of living standards, exacerbating the socio-economic challenges faced by ordinary citizens. The coup in Niger has broader implications for regional stability in West Africa. It sets a troubling precedent that could embolden military factions in other countries to consider similar actions, undermining efforts to promote democratic governance across the region. The situation in Niger could have a ripple effect, potentially destabilizing neighboring countries and complicating efforts to address transnational threats such as terrorism and organized crime (Council on Foreign Relations, 2023). The response of ECOWAS to the coup underscores the challenges faced by regional organizations in managing political crises. ECOWAS's swift condemnation and imposition of sanctions reflect its commitment to democratic principles, yet these measures alone may not be sufficient to resolve the crisis. The organization's ability to effectively mediate and bring about a peaceful resolution is crucial but fraught with difficulties, given the complexities of the situation on the ground and the varying interests of member states (Africanews, 2023). Hence, the study examines 2023 Niger republic military takeover: fact sheet and the response of ECOWAS.
